Paypal business fees and conditions will change starting November 1, 2010. Sifting through the cyclical update from the most recent Paypal policies changes, the micropayments option draws interest from domainers. The international fees Paypal deems “micropayments” for digital goods between countries not originating in Canada with a destination to the United States has some stiff underlying payment requirements and charges.

Ongoing changes to the Paypal agreement starting will include additional agreement that all billing for Paypal digital goods be consistent with Paypal terms and conditions. Paypal draws a 5-6% fee on incoming payment chargebacks under schedules in their policies. These are billed to the recipient as well as a one time additional micropayment.

Paypal has sketched a new picture for Digital Goods online, with separates rules for chargebacks. Application for digital goods status must occur with conditions set forth by Paypal. Distinctions for chargeback policies for digital, nontangible goods and “normal” tangible (nondigital) goods are defined. In some cases this may reduce total fees charged by Paypal from previously performed.

Paypal also authorizes third party profiles for your account in its newest set or revised policies. Mobile telephone numbers used for home numbers can be changed as Paypal sees fit. Online check payments have additional restrictions. Paypal will begin reporting in 2011 accounts with over 200 transaction payments received and income of $20,000 or more.

Chinese citizens, grateful to Google for stepping up against the unholy internet filters, started leaving flowers at the China location for Google, reports say. Al-Jazeera reports that  Chinese citizens are aware they are getting shafted by Chinese government policies and are happy someone is finally standing up to Big Red. This could mean a slammed shut China market for domaining and web space enterprises. Many experts cannot predict where China’s inflexibility will take their internet presence and how citizens will react.
